About us: The Active Community Initiative, launched by activists of the Respublika Institute after the Euromaidan (2014), focused on activating and involving Ukrainians in the decision-making process. The goal for 2025 is to activate and involve at least 1% of citizens in decision-making and promoting reforms in Ukraine on a systematic basis for the well-being of Ukrainian communities. Today we work in 30 communities in Ukraine.

10 days of the opposition of the Ukrainian people to Russian aggression

The enemy continues its offensive against Ukraine. Due to the unsuccessful actions of the units, the Russian armed forces continue to commit criminal acts of shelling of civilian infrastructure, which leads to numerous civilian casualties. The occupiers continue to focus their efforts on encircling the Ukrainian cities of Kyiv, Kharkiv, and Mykolayiv, reaching administrative borders in Luhansk and Donetsk oblasts, and creating a land corridor with the Crimean Autonomous Republic of Crimea, but are gradually losing offensive potential.

In the Volyn direction, the advance of the occupiers deep into our territory and active action by the enemy is not observed.

The military leadership of the Republic of Belarus has strengthened the state border with Ukraine. According to the available information, combat-ready units of the Armed Forces of the Republic of Belarus, which are ready to go on the offensive, continue to be on the opposite side of the border.

The Russian Army continues to blockade the city of Kyiv from the north and partly from the west. The occupiers are increasing their forces in the direction of Vyshhorod and the settlement of Ivankiv.

Enemy planes continue to shoot down over Chernihiv.

The enemy is preparing for an offensive in the direction of Kharkiv.

In the border areas of the Belgorod region, in the area near the Kharkiv region, up to 3,000 reservists arrived to make up for the losses. The moral and psychological condition of reservists is extremely low.

In the Donetsk direction, the enemy is trying to continue offensive operations in the areas of the Dnieper and Zaporizhzhya.

In the Severodonetsk direction, the enemy was stopped on the river Seversky Donets. They have concentrated on about 500 units of weapons and military equipment, trying to bypass the positions of units of the Armed Forces of Ukraine.

In the Mariupol direction, the aggressor continues to block Mariupol, conducting artillery fire on the city's infrastructure facilities and residential neighborhoods in order to intimidate the population. In violation of the requirements of International Humanitarian Law, it advances armed units along the agreed "green" corridors for the evacuation of civilians.

From the south of Mariupol, the Russian army surrounded the city and is partially trying to develop an offensive in the direction of Zaporizhzhya.

The army of the Russian Federation prepares for resumption of attack on Nikolaev by a considerable quantity of soldiers and equipment.

In the Black Sea and Azov operational zones, the enemy continues to prepare for a naval landing operation.

Ukrainians are united - they actively oppose the enemy on various fronts - militarily, informationally, diplomatically, rallying against the occupiers, purchasing needs for the army, territorial defense. Humanitarian headquarters, volunteers, activists are being created and strongly developed, and the authorities are helping people from the shelled cities to get out and move to other cities. Psychological assistance groups are being set up. Activists of the All-Ukrainian Active Community Initiative are present in all processes.


Northern regions

Kyiv

The situation in the capital of Ukraine is under control, the night passed calmly. There were at least eight air alarms during the day.

Kyiv Region

The invaders continue to accumulate troops and equipment, shelling housing estates and critical infrastructure.

Kadyrov's unit occupied the territory of a psychoneurological boarding school in Borodyanka. There are 500 patients in the hospital, 100 of them cannot walk. Patients and staff became hostages of the occupiers. From there, the Kadyrovites are firing on the positions of the Ukrainian army.

In Irpen, Russian troops blew up railway tracks and an empty evacuation train that was going to pick up people from the city. People are being evacuated by buses.

In Gostomel, Russian occupiers shot dead an 80-year-old man on the doorstep of his own home who refused to feed the military.

Zhytomyr Region

In Zhytomyr and the region, it is relatively calm.

Sumy Region

Shells began to explode on the outskirts of Sumy in the morning. The Russians began bombing the city, in particular on infrastructure.

Sumy region also suffered from airstrikes by Russian equipment. In particular, the city of Lebedyn. For the second day, Lebedyn has been without electricity due to airstrikes.

As a result of the shelling in Sumy, part of the city was left without heat.

Chernihiv Region

The Ukrainian military shot down a Russian plane, which fired at Chernihiv with high-explosive bombs - FAB-500. Three more such bombs were found near the downed plane, which did not explode

 Also in Chernihiv, the Armed Forces of Ukraine detained a pilot who had previously bombed civilians in Syria.

 Many people continue to try to leave Chernihiv, although it is still dangerous. The Russian occupiers do not follow the "green corridors".


Eastern regions

Kharkiv Region

Units of the Russian armed forces are trying to bypass Kharkiv and move in a southwesterly direction.

Kharkiv continues to defend itself against the occupiers during Russia's war against Ukraine. For several days now, Russian troops have been shelling peaceful dormitories, aiming fires at apartment buildings.

At night, Kharkiv was subjected to massive bombing. The explosions were reported in almost all areas of the city.

People continue to be evacuated from Kharkiv.

Donetsk Region

Kramatorsk

There was silence all day. At about 18:00 a very loud bang was heard, but no more information was reported.

The Armed Forces are carrying out preparatory work. The collection and replenishment of the Territorial Defense unit continue. Training are held for them.

 Local authorities coordinate the activities of volunteers, distribute humanitarian aid, and give instructions to businesses on the necessary tasks. The city has started distributing insulin to those in need.

 A group of volunteers prepared a room in one of the local schools to accommodate internally displaced persons from Volnovakha.

The city has received humanitarian aid, and a large group of volunteers is working with it in warehouses. Residents continue to bring humanitarian aid.

In general, the city is preparing in two directions - to meet the settlers and the enemy offensive. The mood in the city is very disturbing. Misinformation has been launched that the city will be destroyed like Mariupol, some residents are trying to leave the city immediately.

Pokrovsk

It is relatively calm in the city. The streets of the cities are patrolled by the territorial defense and the police. An explosion occurred during demining of the place of falling of explosive objects, two employees of the regional department of the State Emergency Service in the Donetsk region were injured. Another explosion occurred in a multi-story residential building, injuring a man who brought home an explosive device and began to disassemble it. The house was left without heating.

The places where the cluster shells fell remain surrounded, and residents are asked to be extremely cautious. One of the boiler houses of the city stopped. In the Ocheretyn community of the Pokrovsky district, electricity supply to Tonenky, Severny, and Vodyany was restored. Novoselivka Druha is left without electricity. On the night of March 4th, two boilers in Rodynske were shut down, and DTEK's emergency power supply was cut off. As of today, the emergency situation has not been resolved. Public transport works according to schedule.

Cities of Pokrovsky district (Pokrovsk, Myrnograd, Novogrodovka, Selidovo) receive internally displaced persons on their territory. Volunteers provide assistance, organize the sending of internally displaced persons to the Dnipro.

Entrepreneurs are actively supporting the city with food and solid fuel to meet the needs of migrants and shelters.

Delivery of products to small shops does not stop, there are medicines in pharmacies. Some gas stations do not have gasoline, there is 20 liters of diesel fuel each

Bakhmut

The situation in the city is tense. Territorial defense officials are urging people to weave nets for the military. Residents continue to buy food, there are long queues at ATMs.

Luhansk oblast

Border and neighboring communities

The situation is difficult, a humanitarian crisis is brewing, the enemy is trying to take the cities and surround the 24th Brigade. The enemy attacks Severodonetsk, shells the cities of Lysychansk, Popasna, and shoots at civilian infrastructure.

The Armed Forces are defending cities and waging a counter-battery fight. Territorial defense patrols and detects saboteurs.

In Bilokurakin, civilians stopped a Russian military convoy but were wounded. In the village of Markivka, residents are protesting against the Russians.

The current mayor of Rubizhne stopped communicating. The head of the Luhansk Regional Military Administration has appointed the head of the Severodonetsk Regional State Administration to run the city. The new mayor informs residents about the situation in the city and humanitarian aid.

Southern regions

Zaporizhzhia oblast

In most local communities the night was relatively quiet.

Units of the “Pivden” Command, Territorial Defense, and other security forces hold the lines in all directions, and in some areas counterattack and force the enemy to retreat with losses, disrupt rear communications and inflict devastating blows.

During the night, artillery units of the "Pivden" group of troops fired three times at the enemy on the way of their advance.

The situation in some settlements of the Zaporizhzhia oblast is difficult, but people are heroically protesting against the occupiers. The Russian occupiers tried to make a beautiful picture with their "humanitarian convoy". Instead, the city residents greeted them with Ukrainian flags and shouted "Ukraine is above all!" Some communities have problems with the Internet and mobile coverage. There is a shortage of medicines, gasoline, and food.

The radiation levels in the Zaporizhzhia region remain unchanged and do not endanger the lives and health of the population.

Zaporizhzhia

The situation in Zaporizhzhia is calm.

The city is preparing to defend itself, people continue to fortify and equip roadblocks.

Volunteer centers are preparing to receive internally displaced people from Volnovakha and Mariupol.

Four railway wagons with humanitarian aid of approximately 60 tons arrived in Zaporizhzhia. These include food and medicine, the most necessary things, and hygiene products. Cities and towns with the greatest shortage of goods, little reserves, and lost communication are the first to receive humanitarian aid.

Enerhodar (Zaporizhzhia NPP)

Zaporizhzhia NPP site was under the control of Russian troops during the day. There were no active hostilities.

During the day, the Russian occupiers were in the city of Enerhodar, seized the City Council building, and did not allow local authorities inside. As of 6:30 p.m., the occupying troops of the Russian Federation withdrew from Enerhodar. Local authorities restored their control in the city, and its Head was at his workplace.

The condition of two National Guard soldiers who defended Zaporizhzhia NPP remains difficult. Two other men injured during the shelling at the roadblock are being treated at home on an outpatient basis.

Vasylivka

The situation in the city is extremely difficult and on the verge of a humanitarian catastrophe. Humanitarian cargoes for Vasylivka have already been arranged in Zaporizhzhia, but it is not possible to deliver them yet.

It is very complicated to evacuate citizens and deliver humanitarian aid. People cannot leave to a safer place. Minimum amounts of aid are transferred by cars.

Melitopol

Melitopol is on the verge of a humanitarian catastrophe. People in the city are running out of products and medicines urgently needed for patients. The occupiers do not allow to make a humanitarian corridor. It is necessary to bring food, fuel, medicines to the city, but there is no possibility.

Berdyans’k

The city remains under the control of Russian troops.

Communal establishments, electricity, and water supply function in normal mode. The market, shops, and pharmacies also work. Buses restored their trips in all directions. 

Kherson Oblast

Kherson Oblast is occupied. Today, communication of mobile operators and television has been restored. The “Get-humanitarian-aid-from-the-occupiers” show failed as activists shamefully got rid of the Russian trucks. Territorial Defense units patrol and take turns. Thousands of Kherson citizens organized a protest to drive out occupiers, and continue to oppose the enemy. Every day the Mayor reports on the functioning of the headquarters and other activities in the community. The city is under curfew. Despite the lack of food, non-functioning terminals, ATMs, lack of medicines, there is no panic in the community. Citizens of the community are organizing shelters, volunteers are working.

Odesa Oblast

There was a shelling of the region from planes. The occupiers destroyed the administrative building in Velykodolinsky, where the operational headquarters used to work. The Armed Forces of Ukraine shot down two fighters with air defense systems. There is a strengthening of checkpoints, (mining) of the region’s coast, and new units of territorial defense are created. Odesa City Mayor Gennady Trukhanov appealed to the mayors of the twin cities to support the petition to close the sky over Ukraine. The Head of the Odesa Military Administration insisted on creating additional territorial defense units in the area. Volunteers help to strengthen the defense: humanitarian aid, work in warehouses, cooking lunches, strengthening. Odesa Oblast is preparing for defense.


Central Regions

Kirovohradska Oblast

Kropyvnytskyi

There was an air alarm in the afternoon. As for now, the situation in the city is quiet. The Armed Forces of Ukraine guard military facilities. A territorial defense continues to be on duty at the checkpoints. “The situation in the Oblast is under control. The night passed without emergencies” - informed Maria Chorna, the Head of the Kropyvnytskyi State Administration.

Local hospitals accept injured Ukrainian soldiers in a stable condition from Mykolaiv Oblast. The humanitarian headquarters started its work.

Deputies of the Kropyvnytskyi State Administration conducted an extraordinary session. They approved an appeal to NATO member states, the presidents of the United States and France, the Chancellor of Germany, and ambassadors of all countries to close the sky over Ukraine. The regional coordinator reported online on Facebook.

Poltava Oblast

The humanitarian headquarters works 24/7. It delivered to Sumy and Kharkiv Oblast 300 tons of aid. Several warehouses have been created - packaging food, water, hygiene products. Similar work is being done in the districts of the Poltava Oblast. There are 4 collection points in Poltava, 3 in districts, and 10 more in communities. Residents of the Oblast, business representatives, and various enterprises are involved in volunteering.

Vinnytsia Oblast

Zhmerynka

There is no military action in the city. Territorial defense patrols the city and checkpoints

The town is quiet, works as usual. Anxiety is noticeable among the residents.


Western Regions

Lviv Oblast

Lviv

There was no air alarm in the city. Military training was at the State Enterprise “Lviv Armored Plant”. More and more citizens join the local territorial defense. Thousands of volunteers are currently working throughout the Oblast, with more than 20,000 square meters of warehouses and 7 large headquarters in each district. Lviv Oblast has become a major logistics center. Residents sew balaclavas, weave bases for camouflage nets, set up the process of thermal sewing underwear, unloading vests, making energy bars, collect the necessary military assistance. There is a coordination center for internally displaced persons of military age. Educational institutions of the Lviv region have equipped 35,000 places for internally displaced persons.

Drohobych

The city sheltered 750 internally displaced persons. Local authorities ask them to register in the Department of Social Protection. 200 people completed the emergency first aid course. The Department of Culture has prepared several activities for internally displaced and local children.

Rivne Oblast

In general, the situation in the region and the city is calm. No air alarms were heard during the night or day.

The Armed Forces are intensively patrolling the border with Belarus.

The regional authorities remind that there is a call center in the region, which has separate lines for internally displaced persons, psychological, legal, and other assistance https://www.facebook.com/RivneODA/posts/283482003923495. There is also a mobile application "Air Alarm" in the region to notify citizens in case of air alarms.

Rivne

The city is quiet. Territorial defense patrols the city and checkpoints. Veterans of internal affairs have been patrolling the streets since March 5 and are on duty together with current employees.

The mayor announced the abolition of light masking during the curfew.

Rivne City Council convened an emergency session of the Rivne City Council to consider two appeals - to the leadership of NATO, the Presidents of the United States, France, the Chancellor of Germany (https://www.facebook.com/tretyak.rivne/posts/415714250353853)Citizens unite and help volunteers financially and non-financially.Rivne bid farewell to three defenders - Serhiy Pushchenko, Yaroslav Granitny, Stepan Kovalyuk.

Khmelnytsky region

Khmelnytskyi

There was no fighting in the region and the city. The construction of checkpoints and strengthening of approaches to the city continues. Khmelnytsky is ready to put up popular resistance to the occupiers.

The situation in the city is under control. Security forces are intensively patrolling the streets. The checkpoints are working.

Khmelnytsky continues to help internally displaced persons. A Coordination Center for the Reception of Internally Displaced Persons has been established at the railway station. Those who arrive by train are provided with support (food and counseling on the settlement, psychological assistance, issues of their further stay in the community are resolved). The Headquarters for Assistance to Displaced Persons is working. Many people are in transit through Khmelnytsky.

Citizens are encouraged to volunteer in various locations of the Khmelnytsky City Territorial Community. However, there are more people willing to help than there are jobs for them. Khmelnytsky's youth has created its own almost cyber battalion and is fighting on the information front.

Kamianets-Podilskyi

Everything is calm. The military was sent to battle points. The operational headquarters of Kamianets-Podilskyi is open 24 hours a day. The city is patrolling the military training ground and adjacent territories and is on duty at checkpoints.

Three generators for medical institutions were delivered: to the perinatal center and the city hospital. UAH 1.5 million was allocated at the session of the city council. The city is stockpiling fuel and other resources to carry out repair work immediately in the event of an emergency. Alternative fuels are being procured: wood chips and pellets. The city continues to receive internally displaced persons, 4,000 people are officially registered. Internally displaced persons are accommodated in two secondary schools, where psychologists work for them.

The mayor instructed the Department of Social Protection and the Care Center to work with low-income categories of citizens.

Humanitarian cargo arrives from abroad every day. There are four volunteer points in the city and several in the villages of the community. All collected aid is distributed as needed.

Work is underway to protect the people of Kamianets-Podilskyi: installation of new sirens, arrangement of shelter. 6 radiation safety points have been installed. On the instructions of the regional military administration, a session was convened. One issue on the agenda is the requirement to close the airspace over the territory of Ukraine.
