Northern Oblasts 

Kyiv

The President of the European Commission, Ursula von der Leyen, arrived in Kyiv on November 4. This is already her sixth visit to the Ukrainian capital. Together with the President of Ukraine, Volodymyr Zelenskyi, she awarded about twenty railway workers from all over the country, who celebrate a professional holiday on November 4.

Ukrainian railway workers helped to evacuate 4 million people from war zones. More than 120 million tons of cargo have been transported since the beginning of this year alone. From the beginning of the full-scale war, to build new routes with Poland, Romania and Moldova.

On Mykhailivska Square in Kyiv, a car of the Irpin evacuation train, which was fired upon by russian troops in March 2022, was installed. The installation is timed to the professional holiday of railway workers.

In Kyiv, as part of decommunization, Soviet symbols continue to be removed from the obelisk in honor of the hero city of Kyiv. Today they started dismantling the gold star at the top of the monument on Halytskyi Square.


Kyiv Oblast 

A "social taxi" for people with reduced mobility and the disabled has started operating in Vasylkiv. They will be driven in a specially equipped car to hospitals, state institutions, banks, railway stations, and hairdressers.

The government has approved a draft law that plans to revive the Chernobyl Exclusion Zone, in particular, to develop tourism and renewable energy there. At the same time, measures to preserve the unique ecosystem around the Chernobyl NPP are emphasized.


Zhytomyr Oblast 

In Zhytomyr Oblast, training of mobile air defense groups of one of the units of the Territorial Defense Forces took place. These soldiers serve in the north of the region near the border with belarus. Their task is to shoot down aerial targets, in particular, russian kamikaze drones in any weather and at any time of the day.


Chernihiv Oblast 

On November 3, the russians shelled the border of Chernihiv Oblast eight times from their territory. Border guards recorded 61 explosions. Novgorod-Siverskyi, Semenivka, Snovske and Horodnyanka communities came under fire.


Sumy Oblast 

On November 3, the russian army shelled 10 border communities of Sumy Oblast. 116 explosions were recorded.

On the night of November 4, the russian army shelled the communities of Velikopysarivka and Yunakive in Sumy Oblast. There were 45 explosions.

Air defense forces destroyed two "Shahed" drones, which were used to attack the russian army, over Sumy region at night.

In connection with the increase in the number of shelling of Sumy Oblast from the russian side, the authorities plan to evacuate children from a 30 km zone along the border.


Eastern Oblasts 

Kharkiv Oblast 

Yesterday, the russian army hit the building of an oil extraction plant in Vovchansk and the foundation of a previously destroyed residential building. Russia also launched a missile attack on the outskirts of Kupyansk. In particular, 6 settlements were under fire. There are no injured or dead.

The russians also unsuccessfully tried to storm the positions of Ukrainian defenders near Synkivka and Ivanovka. In total, the Defense Forces repelled seven attacks in the Kupyansk direction during the day. The offensive actions of the russia in the Kupyansk direction are slowing down due to the weather, despite this, russia is not abandoning its offensive attempts.


Donetsk Oblast 

The russian military shelled 13 populated areas of Donetsk Oblast during November 3 — power lines, gas pipelines, cars, and houses were damaged.

On November 3, no information was received about the victims in Donetsk Oblast, but it was possible to establish the data of two people who were wounded earlier: in Suhy Yaly and Romanivka.

Since February 24, 2022, the russians have killed 1,757 civilians of Donetsk Oblast, injured another 4,288 people. The number of victims in Mariupol and Volnovakha is currently unknown.


Kramatorsk and Kramatorsk raion

7 private houses in Ivanopil of the Kostyantynivka community were damaged in the Horlivka direction.

In the Lysychansk direction, 2 houses and a non-residential building in Siversk were destroyed, and 5 shellings were recorded in the Lyman community.

Rescuers inspect a yard in de-occupied Sviatohirsk. Most often, they find "petal" mines, artillery shells, and mortar shells. Since the city's de-occupation, rescuers have found more than 6,000 pieces of ammunition.


Pokrovsk and Pokrovsk Raion

In the Donetsk sector, Illinka and Kostyantynivka of the Maryinka community were shelled with artillery and mortars. The outskirts of Kurakhove and Selidove came under fire. In the morning, Avdiivka suffered a missile attack.

Russians are preparing a new massive assault on Avdiivka. This will be the third series of major assault operations.

In Dobropillia, the basement of a kindergarten is being renovated. The repaired basement will be used as a shelter from shelling for the town's residents. UAH 11 million 700 thousand have been allocated for this purpose.


Bakhmut and Bakhmut Raion

Russian forces shelled the Bakhmut area 631 times.

Four private houses and three multi-storey buildings were damaged in the Chasiv Yar community. 


Volnovakha and Volnovakha Raion

In the Volnovakha sector, 4 houses in Novoukrainka were damaged, Vuhledar came under fire.


Mariupol

The mortality rate in the temporarily occupied Mariupol is rising due to the lack of medicines and medical workers. According to the advisor to the mayor of Mariupol, Petro Andriushchenko, 300 to 400 people die every week.


Luhansk Oblast

On November 3, a 65-year-old man from Makiivka, a 58-year-old man and a 62-year-old woman from Nevske were evacuated from the settlements of Luhansk Oblast under shelling by the russian army.


Southern Oblasts 

Mykolaiv Oblast

On November 3 and on the night of November 4, the russian army shelled the water area of the Ochakiv community and the village of Kutsurub community with artillery. No one was injured or killed.

In Mykolaiv, about a thousand people rallied in front of the city council building. The protesters demanded that money be allocated from the budget to help the Armed Forces of Ukraine.


Zaporizhzhia Oblast

In total, the enemy struck 126 times in 26 towns and villages of Zaporizhzhia Oblast yesterday. There were 43 reports of destruction of residential buildings and infrastructure.

Nine people are in hospital, four of them in serious condition; more than ten houses were damaged, half of them destroyed as a result of a missile strike on Zaporizhzhia Raion. 

An explosion occurs in the temporarily occupied Melitopol.


Odesa Oblast

In Odesa, the restoration of a house destroyed by a russian missile attack on July 23 has begun. The work will last about two months and will include repairing the interior walls and roof.

In Odesa Oblast, soldiers who returned from the front met with dog handlers and their four-legged partners. In this way, soldiers who have survived combat can recover emotionally.


Kherson Oblast

Russian troops shelled Kherson Oblast 97 times during the day, shelling residential areas. Three guided aerial bombs were recorded. Five people were wounded.

Russian army shelled Korabelnyi Raion of Kherson. Three people were wounded, one in serious condition.

Russian troops shelled Kachkarivka in Kherson Oblast, wounding a 62-year-old man.

As of the morning of November 4, 350 children have been evacuated from the settlements of Kherson Oblast that are under constant shelling, and 450 more remain.

In Kherson Oblast, russian troops are firing at power company crews that are repairing the power grid. Therefore, preparations for winter in the region are complicated by the security situation.

In the de-occupied communities of Kherson Oblast, more than 29,000 hectares of winter wheat and rapeseed have been sown out of the planned 64,000 hectares.


Central Oblasts

Dnipropetrovsk Oblast

More than half a dozen shells were fired by russian troops in the Nikopol raion of the Dnipropetrovsk Oblast on the night of November 4. Chervonogrygorivka and Marganets communities were under fire. There are no casualties or injuries. The consequences are being investigated.

More than half a hundred people in Dnipro protested under the city council building with the demand to redirect funds from the budget to help the Armed Forces of Ukraine.

More than 250 complaints about violations for the year 2023 were received from Dnipro to the commissioner for the protection of the state language. Most of the violations are in the field of service, outdoor advertising and Internet resources.

 

Kirovohrad Oblast

In Kropyvnytskyi, the “Money for the Armed Forces” action was held near the city council building. The participants called on the local authorities to direct money to the needs of military personnel.

The Kropyvnytskyi Flight Academy and the head of the Eurasian Business Association from South Korea, Kwak Wung Shin, signed a memorandum. Korean entrepreneurs and the Flight Academy will jointly develop unmanned technologies.

 

Cherkasy Oblast

Veterans of the russian-Ukrainian war received a special car. The minibus is adapted for the transportation of veterans who have received injuries and will undergo physical and sports rehabilitation at the sports grounds of the Municipal Sports Club “Dnipro”. The money for it was collected during a charity football match between the city authorities and business.

The children of the fallen law enforcement officers from Cherkasy Oblast were presented with “Father's Heart” charm pendants. Name pendants are made of silver in the form of a heart, framed by a crown of thorns, with a drop of "blood", which will remind children of their father's feat. The name and surname of the fallen soldier are engraved on the reverse side of the pendant.

 

Poltava Oblast

Teams from Poltava Oblast rebuilt 36 households in Pravdyne, Kherson Oblast, almost from scratch within the framework of the “Side by Side” project.

The Poltava Oblast authorities met with the American delegation from the state of Utah, representatives of the NGO “August mission”. They talked about the support of Ukrainian defenders, the social sphere, economic development and the attraction of foreign investments for the development of Poltava Oblast.

 

Vinnytsia Oblast

A peaceful rally was held in Vinnytsia in support of the missing and captured defenders.


Western Oblasts

Volyn Oblast

Since the start of the full-scale war in Volyn, more than 80 shelters for displaced persons have been created and equipped. As of the end of October, 16 of them submitted documents for obtaining the status of “temporary residence”.

 

Lviv Oblast

The rally “First drones, then stadiums” is taking place in Lviv for the ninth time. People demand the authorities to abandon non-critical expenses. Instead, redirect funds to the needs of the Armed Forces.

It is planned to create an Oblast center for social rehabilitation in Lviv Oblast. There they will work with children with post-traumatic stress disorder and psychological injuries caused by the war.

 

Khmelnytskyi Oblast

In Khmelnytskyi, the first action “Money for the Armed Forces” is taking place under the walls of the city council.

40 residents of the Oblast became participants in the weekly campaign in Khmelnytskyi “Bring the Heroes Home”. With flags and placards in their hands, they gathered in the middle of the city.

 

Kamianets-Podilskyi

The Kamianets-Podilskyi City Council presented the art-documentary book “Strong in Spirit: Stories of Sappers of the russian-Ukrainian War”. This is a collection of real stories of servicemen of the 143rd Joint Training Center “Podillia” of the Armed Forces Support Forces.

 

Zakarpattia Oblast

Today in the village of Serednie, the families of 50 fallen soldiers were awarded the “Hero's Cross” orders, which were posthumously awarded to Transcarpathians - soldiers who died while performing their duty in the fight against the occupier.
