15 days of Ukraine's war against the Russian aggressor.

About us: The Active Community Initiative, launched by activists of the Respublika Institute after the Euromaidan (2014), focused on activating and involving Ukrainians in the decision-making process. The goal for 2025 is to activate and involve at least 1% of citizens in decision-making and promoting reforms in Ukraine systematically for the well-being of Ukrainian communities. Today we work in 30 communities in Ukraine.

Ukraine in brief:

Ukraine's defense forces are repelling and holding back the offensive of the Russian occupation forces in all directions.

During the day, the defenders of Ukraine in the Polissya and Volyn directions forced the enemy to retreat to unfavorable borders.

In the Polissya direction in the Kyiv region, the occupiers continue to maintain 8 settlements (Poliske, Kukhari, Borodyanka, Andriyivka, Motyzhyn, Horenychi, Bucha, Demydiv).

The defenders of Kyiv are firmly holding the borders, protecting the city’s critical infrastructure. The enemy is trying to restore the combat effectiveness of units that have suffered heavy losses, regroups and does not abandon the idea of ​​blocking Kyiv from the west and southwest. It is possible that the enemy's sabotage and reconnaissance groups will enter Kyiv under the guise of evacuated residents of the occupied settlements.

In the Mykolayiv direction, the enemy is trying to gain a foothold in 11 settlements (Luparevo, Pravdyno, Blagodatne, Novohryhorivka, Kalynivka, Kiselivka, Pershotravneve, Oleksandrivka, Burgunka, Bereslav, Tavriysk).

The Russian occupiers were stopped in all directions; the enemy suffered losses in personnel, weapons, and equipment. At the same time, the Russians continue shelling from the sky.

The invaders focused their efforts on spreading misinformation and propaganda through all available news channels. With the help of cyber units and the federal media, the enemy is actively spreading misinformation about the activities of the top military and political leadership of Ukraine, creating and spreading fakes about the adoption of the Russian leadership, calls for a ceasefire and weapons by the Ukrainian military. We urge everyone to trust only proven sources and keep calm.

Although the Russian occupation troops personnel located on the territory of Ukraine are isolated from objective information, they still receive information about the real state of affairs in Russia. There are rumors among the military about the inability of the Russian Ministry of Defense to pay cash security due to sanctions, which in turn demoralizes the personnel of the occupying forces.


Northern Oblasts

Kyiv

Kyiv is actively preparing to defend the city. The territorial defense continue to strengthen their positions and master the brand-new weapons. According to the mayor of Kyiv, every second inhabitant left the capital.

Kyiv Oblast

The invaders continue to accumulate troops and equipment. They are shelling residential areas and critical infrastructure. The Ukrainian military does not allow the Russians to break into Kyiv. Fierce battles are being fought in Bucha, Vorzel, Irpen, and Gostomel. Constant alarms of a possible air raid almost throughout the region. Civilians were evacuated from Irpin.


Zhytomyr Oblast

In the evening, the Russians carried out another bomb attack on Zhytomyr. The air defense shot down a Russian missile near Berdychiv.


Sumy Oblast

The Russians continue to fire at civilian objects. They hit houses, a factory, and a farm in Sumy at night. Okhtyrka also suffered from airstrikes.

On March 8-9, 50,000 people were evacuated from Sumy (almost 20% of the city's total population). Today, more than 12,000 people left the city. The evacuation also took place in Trostyanets.


Chernihiv Oblast

In the Chernihiv Oblast, the Ukrainian military destroys Russian equipment and prevents the occupiers from reaching the capital. At night, the Russian occupation forces struck at the critical infrastructure of Chernihiv. One-third of the city was left without gas, two-thirds - without heating. Citizens have to cook on the street. The government controls prices for socially important goods.


Eastern Oblasts

Kharkiv Oblast

The city of Izum was destroyed. There is no electricity, water, heating, or communication. People are constantly in shelters. Yesterday, the Russian military disrupted the evacuation. In addition, they prevent the arrival of a humanitarian convoy with necessities. Today, 2,000 people were deported from Izyum.

The Armed Forces of Ukraine regained control over Dergachi. Thanks to this, Ukraine managed to cut off communications between the northern group of Russian occupation troops near Kharkiv and the one in Izyum.


Donetsk Oblast

Kramatorsk

No enemy action was observed today. Military and territorial defense is preparing to meet the enemy.

The mayor held a meeting with representatives of all enterprises and utility services of the city. The city works almost normally. Shift work is introduced at all communal enterprises. The Executive Committee of the Kramatorsk City Council continues to work.

Citizens whose homes have been damaged are appealing to the City Council. Utility services are helping to eliminate the effects of the shelling.

The city receives internally displaced persons (IDPs), collects humanitarian aid (https://krm.gov.ua/informatsiya-shhodo-stanu-sprav-u-kramatorsku-na-10-bereznya-2022-roku). Due to lower temperatures, citizens are preparing hot tea for volunteers on duty at the train station. The city is facing a critical situation with the supply of medicines to pharmacies. Stores are gradually raising product prices due to the increasing complexity of logistics.


Pokrovsk

The situation in Pokrovsk is under control. Territorial defense units and police patrol the city. Utilities operate on a full-time basis. No infrastructure damage was detected. There is a filter point for the evacuation of people. Pokrovsk's health care facilities are working in an emergency mode. There are problems with the supply of medicines: insulin arrives in the city, but it is quickly sold out, there are no painkillers in pharmacies, only ambulance doctors can get painkillers. There is no gasoline at the gas station; the gas is running out. There are queues at bank branches. An evacuation train left Pokrovsk for the Dnipro.


Volnovakha

People continue to be evacuated from Volnovakha. About 150 people were evacuated yesterday.


Mariupol

Yesterday, the Russians deliberately hit the maternity hospital. As a result of the airstrike, 17 people were injured. Two adults and one child died. Mariupol remains completely blocked for both the evacuation of civilians and the delivery of humanitarian aid. The Russians continue to fire on houses and civilians.


Bakhmut

The situation in the city is tense. Luhansk

Residents of the Luhansk Oblast receive humanitarian aid from western Ukraine. For the third day in a row, Rubizhne has been under fire from the Russians.


Southern Oblasts 

Zaporizhzhia Oblast

The situation in the settlements under Russian occupation is tense. Some communities are on the verge of a humanitarian catastrophe. There is a partial lack of communications, water, gas, and electricity in the region. A partial evacuation began from Orikhiv, Huliaipil, Komyshuvakha, and Stepnogorsk. The evacuation from Energodar is underway for the second day. The radiation background in the Zaporizhia region does not exceed the acceptable norms.

Zaporizhzhia

Buses with evacuated residents of Energodar (over 500 people) and Huliaipil (over 50 people) arrived in Zaporizhzhia. Humanitarian columns moved to Mariupol and Energodar. Zaporizhzhia is ready to receive IDPs, the Center for Reception of Displaced Persons is actively working. The fortification of the city continues. For safety, traffic was blocked on central streets in various parts of the city.

Zaporizhzhia Nuclear Power Plant (NPP)

There are no changes in the situation at the Zaporizhzhya NPP. The station and service personnel are under the control of the Russian occupation troops.

 

Energodar

Last night, a convoy of buses evacuating people from Energodar managed to reach Zaporizhzhia. More than 600 women and children left Energodar using the "green corridor". About a hundred private cars also joined the convoy. Today a humanitarian convoy left Zaporizhia for Energodar again. According to Energodar City Mayor Dmitry Orlov, the convoy successfully reached Energodar. When the convoy departs in the opposite direction, residents can join it by private transport.


Melitopol

The situation in occupied Melitopol remains tense. The main department of the State Emergency Service has been destroyed, and the work of public utilities is significantly complicated. Today, armed men in Russian military uniforms broke into the house of Leyla Ibragimova, a deputy of the Zaporizhia Regional Council. The woman was taken away in an unknown direction. This was announced by Ekander Bariev, a member of the Mejlis of the Crimean Tatar people. The rally has been held in the city for several days in a row. Berdyansk

Berdyansk remains under Russian military control. Local authorities do not cooperate with the occupiers. There is currently no gas supply in the city. Emergency crews cannot carry out repair work due to hostilities. As of today, the second hot food point has opened in the city.

Centers of public initiatives work in the districts of the city, which also serve as call centers. They provide advice on administrative services, address social issues, and work with children and people with disabilities. In addition, they capture the needs of citizens in specific drugs. In total, more than 100 volunteers provide the work of the centers. The city is on patrol, and police and patrols are detaining looters.


Kherson Oblast

Skadovsk

The situation is under control. The Ukrainian Armed Forces hold the line in the Kherson Oblast. After lunch, two rockets were noticed coming from the sea in the area of the island of Dzharylhach in the direction of Kherson-Mykolayiv, followed by two explosions. The territorial defense patrols the city. The city authorities are calling for law and order; some people do not take the situation seriously. There is no panic. People try to help each other by volunteering. There are long lineups at the stores; there is almost nothing left in pharmacies and ATMs are empty. The supplies to the community are blocked, there is no transport communication.

 

Odesa Oblast

During the day, the oblast was repeatedly subjected to enemy shelling from the seaside. The Ukrainian Armed Forces are defending the oblast; the air defense is permanently engaged. The territorial defense is preparing to defend the city, fortifying the checkpoints and the coast.

The local authorities report on the oblast's preparations for defense and control of the situation. Citizens are actively uniting into groups, helping with humanitarian aid, and volunteering. The oblast is getting ready for defense.

 

Mykolayiv Oblast

About 1500 pieces of Russian equipment are accumulated near Mykolayiv. They use multi-rocket launchers to target civilians. Last night they hit a geriatric boarding house. The locals were evacuated from Mykolayiv.


Central Oblasts

Kirovohrad Oblast

Kropyvnytskyi

Three air raid alarms were raised over the past 24 hours. The army continues to defend military facilities, and the territorial defense fortifies the checkpoints. The oblast authorities ask citizens to be vigilant, not succumb to provocations and fakes. The oblast is ready to defend itself from the enemy.

Since the onset of the war, the Kirovohrad oblast has received more than 30,000 IDPs, who come by car and bus from Zaporizhzhia, Kherson, and Kharkiv. On March 9th, 10 children were born to internally displaced women.

In Kropyvnytskyi, the city headquarters for the resettlement of internally displaced persons was set up and started to operate in one of the local schools. Currently, the city headquarters receives citizens from the Sumy and Zaporizhia oblasts. The city council instructed volunteers to send everyone who needs housing in Kropyvnytskyi to the city headquarters. They are also forming a rental housing base for those families who can and are ready to pay for their accommodation in Kropyvnytskyi. Volunteers take in humanitarian aid for the Kherson residents.


Poltava Oblast

Poltava doctors continue to save lives. In all, 174 wounded military men and civilians are now hospitalized in the medical institutions. The Poltava oblast has become a logistics hub for IDPs. In total, 600 tonnes of humanitarian aid were transferred to Kharkiv, Sumy, Okhtyrka, Trostyanets. On the Poltava and Sumy oblasts border, our army destroyed and seized dozens of pieces of Russian equipment.


Vinnytsia Oblast

Zhmerynka

The atmosphere in the community is quiet. The Territorial defense takes care of patrolling the city. The mayor reminded everyone of the importance of observing security measures. IDPs come to the city at an intensive rate, volunteers provide them with everything they need.


Western Oblasts

Lviv

Lviv and the Oblast situation is under control: no out-of-order events registered on March 9th. Businesses are shifting their production westward. More than 200 companies from other regions have expressed their readiness to move production to Western Ukraine. Lviv Oblast State Administration (OSA) specialists are processing some 26 thematic inquiries. Two manufacturers, a metal processing and a chemical one, have already opted for relocating to the Lviv area. Entrepreneurs in the Lviv Oblast receive requests to restore operations and pay their employees wages. The education process is being renewed across universal secondary education institutions.

With the total current number of accommodated being above 100 thousand, the Oblast has allocated almost 120 thousand beds. The OkhMatDyt Lviv Oblast Children’s Clinical Hospital (communal enterprise) currently hosts more than 90 children from the war zone.

Lviv OSA Economic Policy Department coordinates the accommodation of IDPs, manages humanitarian aid logistics, and provides strategic military units and civic consumers with fuel. The Oblast dispatched 40 tons of humanitarian aid to the Kherson Oblast, 80 tons to Zaporizhzhya, 45 tons to Chernihiv and Bila Tserkva, 40 tons to Zhytomyr, 130 tons to Kyiv, and 40 tons to Kramatorsk.


Drohobych

Residents of Drohobych continue helping both the AFU and IDPs; e. g., Zinayida Lebedieva, a Drohobych resident, donated 150 pairs of socks she wove herself to the defenders.


Ivano-Frankivsk

Despite the air raid alert at night, the situation in the city is generally calm. The city continues accepting IDPs. As the problem of freely available accommodation becomes increasingly prominent, some of the comers spend a night or two at refugee centers to rest then move abroad. City dwellers start feeling some shortages of foodstuffs like flour, salt, sugar. Groats have been out of stock for more than a week.

On a positive note, the city sees businesses - shops, beauty parlors, fitness clubs, etc. - gradually returning to life. Everyone understands businesses have to be up to support the economy. Classes in educational institutions have been planned to renew in distance format come Monday. The city and the Oblast are currently mobilising capacities to launch the sowing campaign.


Rivne Oblast

Rivne

There is a relative calm in the city with just one air raid alert to note. The Armed Forces of Ukraine patrols the border with Belarus while the territorial defense force keeps watching at checkpoints. As Head of Rivne Oblast Military Administration, Vitaliy Koval, mentions, the situation in the region is under control, but for the air raid alert at night He also informed about the status of humanitarian aid received from abroad and shipped to ‘hot spots’ across the country. Khmelnytskyi Oblast

Khmelnytskyi

The situation in the Oblast is stable and under control. A range of initiatives for businesses is being implemented. The IDPs Assistance HQ has a coordination officer to advise individuals about employment options. The Employment Centre, jointly with the IT Cluster, is launching a job retraining program to offer new professions for those Khmelnytskyi residents who lost their jobs. The City Council held a session, the key point of which was the National Resistance Program for which UAH85 million had been earmarked. The facility will be used to support the Armed Forces of Ukraine, the territorial defense, the riflemen battalion, and the health care sector. Program funds will also be used to provide for city resilience and humanitarian cargo deliveries to ‘hot spots’. Volunteers at the IDPs center distribute foodstuffs and clothes, providing emotional support, helping to gather strength and sending children’s best wishes to those on the front line. Kamyanets-Podilsky

The city is quiet. The Armed Forces of Ukraine perform their duties and patrol the city. Territorial defense is on duty at checkpoints. The city continues to support IDPs. During the night Kamyanets-Podilsky received more than 600 people, during the war - more than 10 thousand. Volunteers work on deploying spare beds in community villages. They also continue to send aid to the front.

An inventory commission has been set up to record and distribute all incoming assistance according to needs. They are cooperating with the Red Cross to locate their representative office in the city. The work has also begun with local businesses. The provision of free space for companies, enterprises, and organizations from the regions currently under fire are being discussed. The head of the regional military administration issued an order to resume the educational process on March 14th.


Chernivtsi Oblast (Bukovyna)

Currently, Bukovyna is calm, business and people are working. Yesterday, March 9th, a Russian saboteur was exposed due to the vigilance of citizens. Thousands of men apply to the military registration and enlistment offices of the region every day. Citizens are asked, if possible, to provide the army with onboard cars, buses, and off-road vehicles for temporary use.

So far, the Chernivtsi Oblast has sheltered more than 36,000 IDPs, including about 12,000 children. From March 14th, Bukovynian schoolchildren and foreign children temporarily living in the Oblast will study remotely.


Zakarpattia Oblast

Uzhhorod

The city is quiet. Many citizens continue to come to Zakarpattia Oblast. Local authorities and volunteers are working to help everyone with the settlement. They oppose rising prices for goods and services and control this process. On Saturday, March 12th, a decision will be made to resume schooling.

Humanitarian aid comes from Slovak, Hungarian and Polish partners. Yesterday, March 9th, the assistant to the People's Deputy Ilya Kiva, a deputy of the Poltava Regional Council, was detained on suspicion of attempting to undermine state power. According to special services, he tried to cross the border from the Zakarpattia Oblast.
