Operational information from the regions of the Active Community Network (27.02.2022)

About us: The “Active Community” Initiative, launched by activists of the Institute “Respublika” after the Euromaidan (2014), focused on activating and involving Ukrainians in the decision-making process. The goal for 2025 is to activate and involve at least 1% of citizens in the decision-making and promotion of reforms in Ukraine on a systemic basis for the well-being of Ukrainian communities. Today we work in 30 communities in Ukraine.

 

Briefly about the situation:

 An air-offensive operation is underway, during which the enemy continues to shell military and civilian infrastructure - the message of the Armed Forces of Ukraine.

 

 The losses of the Russian occupying forces at the end of the third day of Putin’s war amounted to:

personnel of more than 3.5 thousand people and more than 200 prisoners of war;

16 aircraft;

18 units helicopters;

102 tanks;

 BBM of different types over 540 units;

1 unit of SAM BUK;

automotive equipment over 20 units.

 

 The Russian occupiers fired 5 airstrikes and 16 missiles, from 00:00 of 27 February. The Republic of Belarus became another center of concentration of the occupying forces. During 27 of February, active battles took place in Kyiv and its region, Vasylkiv, Bucha, Donetsk region, partly in Volnovakha, Kharkiv, Kherson region. Due to strong resistance from the civilian population, units of the Armed Forces of Ukraine, the National Guard, and the National Police, attempts to take control of large cities were unsuccessful.

In the afternoon, columns of armored vehicles of the Russian aggressors slowed down the pace of advance into the territory of Ukraine. Enemy troops, deprived of timely replenishment of fuel and ammunition, are stopped. The personnel of the occupying forces, the vast majority of whom are young conscripts, are exhausted from previous military exercises and have low morale and psychological condition. According to available information, there are facts of desertion, refusal of servicemen of the Armed Forces of the Russian Federation to take part in hostilities against Ukraine, and surrender.

In the Mozyr district of Belarus, the invaders have formed a strike group of Russian combat helicopters to strike at the critical infrastructure of cities and our troops. The President of Ukraine held talks with the President of Belarus, who assured that there would be no clash between Belarusian and Ukrainian cities.

In most regions of Ukraine, where there is shelling, there is a humanitarian problem with the lack of food, fuel, lack of electricity, water, inability to withdraw funds from ATMs.

Northern regions 

Kyiv

Russian shells hit the radioactive waste disposal site of the “Radon Union” branch in Kyiv. Russian missiles also hit civilian high-rise apartment buildings. Ukrainian air defenses repel most attacks. In most districts near Kyiv that were shelled, there are problems with products, fuel, cash.

 Kyiv region

The situation in Kyiv Oblast remains tense but under control. Fighting raged all night in Vasylkiv, as well as a fire at the oil depot. Under fire Bucha, Gostomel, Irpin. In Gostomel, our military destroyed a unit of Chechen security forces led by Magomed Tushayev. In Bucha Arm Force of Ukraine destroyed 100 units of Russian military vehicles.

Zhytomyr

It was calm during the day. Communities and Zhytomyr are being strengthened. In the evening there was a missile strike on the airport from Belarus, in Zhytomyr – an alarm set off.

Sumy

Areas of active hostilities: Sumy, Upper Syrovatka, Nysy, Bezdrik. The occupiers fired at a civilian car near the airport (a woman was killed) and a bus in Okhtyrka district. Victims of the shelling in Okhtyrka on February 26: 55 people were injured and 6 died.

Chernihiv

Due to power outages (110 kilovolts network was damaged), there is no electricity and water supply in some neighborhoods and in the region.

Operations command "Pivnich" reported fire damage in areas of concentration of artillery units of the Russian occupation forces near settlement Sedniv and Makoshino, enemy suffered losses. Russian soldiers were imprisoned.

In Koryukivka, locals forced a convoy of Russian occupiers to retreat through negotiations. The looting by the Russian occupiers in Goroshkivka, Hrodna, and Sedniv was reported. In Sedniv, the enemy occupied the Lyzohubiv Estate.

Six Ukrainian soldiers were wounded. A tank convoy of the Russian army was defeated near Pryluky. In the battle of Sribhyi, the enemy suffered losses.

During the shelling, the center of Chernihiv was hit, 16 people were injured, houses on Magistratska and Kirponosa streets were destroyed.

East regions

Kharkiv

At night, the occupiers shelled Kharkiv. 1 person died.

Donetsk

Kramatorsk. The city is quiet. Arranged defense positions. Local authorities held meetings on housing, food, medicine, and coordination. A curfew has been set in the city. Residents gather, collect medicines, food, inspect and prepare storage facilities.

The mood of the population is alarming. As a result of the accident, the Internet line was damaged

Pokrovsk. Russian occupation forces struck along the entire front line within the Donetsk region. It is 50 km from Pokrovsk. Avdiivka and Ocheretyne, which are part of the Pokrovsky district, are under constant fire. The Armed Forces of Ukraine are resisting so that the enemy cannot advance. Local territorial defense conducts training. These cities are facing a humanitarian catastrophe - problems with food and fuel.

According to the head of the Donetsk Regional Civil-Military Administration, some settlements remain without a stable water and electricity supply. Pokrovsk is on the sixth day without water supply and transportation of technical and drinking water was organized. Repair works are underway. Local authorities are in constant contact. The mayor of Pokrovsk issued an order that banned trading weapons, strong chemicals, and poisonous substances, as well as alcoholic beverages and substances produced on the basis of alcohol.

In recent days, about a thousand people from the endangered regions have arrived in the city of Pokrovsk. They were temporarily placed in kindergartens and schools, provided with food and hygiene items.

In general, the city is quiet. Shelters are arranged. There are queues at ATMs, in small shops only cash is accepted, there are queues to buy bread.

Volnovakha. There were fights all day. The high-rise building, where the coordinator of the “Actyvna Hromada” lives, was shelled. People are in the basements all the time. The humanitarian catastrophe in Volnovakha - no light, gas, heat, fuel, food. The authorities are silent for the time being. They promised to evacuate the civilian population, but so far everyone stay in place.

Southern Regions

Zaporizhzhia Oblast. From February 24 to February 27, the situation in the region is following: 3 military personnel and 1 civilians died. 43 people are wounded in the region, among them there is 41 military personnel (41 men and 2 women), and 5 civilians.

Zaporizhzhia. The aid-raid warning periodically went off. During the day, several airstrikes were carried out on the southern outskirts. A fire reported at one of the infrastructure facilities last night was extinguished.

People are helping the hospital and the Territorial Defense a lot. They make Molotov cocktails, collect humanitarian packages and medical materials. Mayor and the military forces requested to search for suspicious marks, beacons, and objects, draw over them and report.

Energodar (Zaporizhzhya NPP). The situation in the city remains tense. Orientation marks found in various districts of Energodar for saboteurs to land and launches airstrikes were detected and eliminated. Battles continue in Dniprorudny and Vasylivka. The operation of the nuclear power plant complex is stable.

Tokmak. Battles with the Russian Federation army continue in the part of the city of Tokmak. Lots of Russian looters are operating in the city. Electricity, water and internet connections have been restored in other parts of the region. People are provided with food. The connection with the city has been lost yet.

Velyka Bilozirka. In Velyka Bilozirka 3 shops were looted, and the occupiers took the surgical department of the hospital. They have not touched local residents yet.

Orihkiv. In Orikhiv, children from a local orphanage were evacuated to a shelter. There is water and food, none of the children and staff were injured.

Berdyansk. Due to the shelling started by the occupiers, it is currently difficult for ambulances to move within the city.

Kherson Oblast

All citizens defend Kherson. 30 welders are preparing anti-tank protection for the city streets. Volunteers have been set up in Skadovsk to maintain law and order.

As for 7:00, Nova Kakhovka is occupied. The mayor agreed with the military to create a green corridor for residents of Kozatske and Vesele villages. As a result of enemy shelling, 133 settlements in the Kherson region were left without electricity, 13 of them were partially de-energized. The village of Antonivka is completely without electricity, gas, and possibly without water. The power cable feeding the village was cut off. The water supply system between the Youth Beach and the bridge was damaged. Active battles take place near the Antonovsky Bridge.

Odessa. On February 27, 2022, a rocket attack took place in the region. The air defense system destroyed all the missiles that flew near the city of Artsyz. In some areas there is an occasional aid-raid warning. The Territorial Defense is fully staffed. The mayor of Odessa says that the situation in the city is under control. People are actively helping the Territorial Defense. They weave nets, make Molotov cocktails. The city is preparing to defend itself.

Mykolayiv. In Mykolayiv afternoon was quiet, but in the evening explosions could be heard. In Mykolayiv, the National Guard stopped trucks with ATB network marking. During the inspection, they identified the occupiers. The battle began. All Russian troops were disarmed.

The air-raid warning went off in Voznesensk (2 cruise missiles flew), and Pervomaisk.

Center

Kirovograd

Kropyvnytskyi. At night there was a threat of attack from the air. In the military unit of the Armed Forces of Ukraine, pilots carried out combat missions. Territorial Defense Unit patrols the city, shifts at checkpoints, checks the streets and roofs of houses for enemy signs. Saboteurs were caught, work continues. Mayor Andriy Raikovych noted this in his Telegram channel. According to him, Kropyvnytskyi continues to receive migrants from different parts of Ukraine, mostly from cities under enemy fire.

In Kropyvnytskyi, the sale of alcoholic beverages is prohibited, according to the decision of the operational headquarters at the Central Executive Committee. People keep calm. Few residents are seen on the streets, shops, ATMs, and pharmacies. Volunteers from Kropyvnytskyi visit employees in Kanatovo several times a day, transport groceries and necessities, collect food, coffee, medicines, and personal hygiene products at the volunteer office at 62 Gogol Street. Volunteers weave camouflage nets in Pomichna in the Kirovohrad region.

Poltava

Poltava. On the border of Sumy and Poltava regions, a column of about 200 Russian armored vehicles was destroyed, the enemy's losses are being clarified. Territorial Defense Unit continues to fight saboteurs. People are actively supporting the military and medics. Thus, one of the Poltava condominiums spent all the money from the account for the purchase of medicines for the territorial defense of the city in the amount of more than 120 thousand hryvnias.

The situation in the city is under control. Poltava is controlled by joint patrols. A network of checkpoints has been built around Poltava, road signs are being dismantled on all roads at the entrances to Poltava and in Poltava. Every day almost 400 people in the Poltava region become blood donors. Poltava schools and kindergartens have equipped shelters. Entrepreneurs make their own anti-tank hedgehogs and "Poltava smoothie" (Molotov cocktails).

In the Serhiyivka community of the Poltava region, an ambulance was fired. The driver was wounded, he was operated in Gadyach, the paramedic was injured. In total, the regional clinical hospital and military hospital in Poltava received 29 wounded people, 26 from Okhtyrka, who suffered from the occupying forces. Among them two foreign journalists. Nine people have been brought into intensive care. One person died.

Cherkasy. The situation was under control. The city's warning systems were being repaired, food aid headquarters were set up, anti-tank hedgehogs were being made, and a first-aid workshop was planned. Curfew 20: 00-06: 00. More than 100 video surveillance cameras have been installed in Cherkasy, they cover all entrances and exits from the city. An alarm siren was sounded twice in Uman.

West (region)

Lviv. Mostly calm. At 18:00, training began at the armored plant. There are many volunteers in the city who help with accommodation and meals for Ukrainians who were evacuated from other regions. People weave nets, collect a large amount of humanitarian aid. Lviv residents are vigilant about possible saboteurs.

Ternopil. There were three airstrikes. The Ternopil region banned the sale of alcohol.

Ivano-Frankivsk. In the city of Ivano-Frankivsk, the defense is working. The mayor asks male representatives of the internal refugees who arrived in the city with their families to enlist in the defense. Motivational patriotic posters are placed around the city.

Rivne

Rivne. An air alert was sounded four times a day.

The patrol of the border with Belarus has been intensified in the region. Territorial defense patrols the community. Local authorities announced the formation of the first wave of resistance. Everyone who has an officially registered weapon is invited to join. Checkpoints are being set up at the entrances to the city. A list of additional rooms that can be used as shelters during an alarm has been formed. Local authorities inform about the needs of territorial defense and the army.

Residents continue to become more active and united. Yesterday they managed to collect enough things for the military and refugees. People are organized to make Molotov cocktails and anti-tank hedgehogs.

Zdovbytsia. An air alert was heard four times a day.

Territorial defense continues to be organized in the village, equipment is being collected and checkpoints are being built. Territorial defense patrols the streets dismantle road signs. Residents are united. A food station was organized in the village canteen. It prepares food for the territorial defense of the two communities.

Khmelnytskyi

Kamianets-Podilskyi. The number of checkpoints in the city has increased. Territorial defense is patrolling. Its first battalion is fully staffed. Military uniforms, thermal underwear, and other items worth about UAH 200,000 were transferred here. The formation of the second battalion of territorial defense begins.

The military and police reported the use of drones to search for tags, of which there are many in the city. Local authorities are solving the problem with heavier sirens. In addition, three sirens were installed in the Zhovtnevoe district, Smirnova district, in the Novaya Budova district, in Cheremushki. The use of bells to sound the alarm is being practiced.

Twin cities from friendly countries have prepared aid, which is already going to the border, coordinated transport to receive it. About 3,000 official migrants have arrived in the city, although the exact number is being determined.

There is a problem with access to shelters.

There are cases of raising prices for certain groups of goods in the city. Local authorities have appealed to entrepreneurs and retailers to stop such actions and not to artificially raise prices for basic necessities. There are difficulties with cash withdrawals, but in large supermarkets, you can pay non-cash. Residents are determined to beat the enemy.
