The "Active Community" initiative was launched by activists of the "Republika'' Institute after the Euromaidan (2014), which focused on the activation and involvement of Ukrainians in the decision-making process. The goal for 2025: to activate and involve at least 1% of citizens in making decisions and promoting reforms in Ukraine on a systematic basis for the well-being of Ukrainian communities. Northern Oblasts

Kyiv

Today, the russians fired missiles at Kyiv. Several of them were shot down by air defense forces in the Oblast. There were no casualties or infrastructure damage. The rocket was shot down over a forest area and a field. The combat charge is 400 kilograms. 

Another downed rocket belonging to the occupiers was found by the police in a field near one of the settlements in the Kyiv Oblast. The length of the body is more than 7 meters, the wingspan is more than 4 meters. There were no injuries or damage as a result of the explosions.

A new mural appeared in Kyiv: a Ukrainian Cossack defeats the bear invader. 

Kyiv Oblast 

Planned works on demining the territories of the Oblast are ongoing in Kyiv Oblast. Today, explosive objects were destroyed in Bucha, Brovary and Vyshhorod raions. In total, pyrotechnicians of the State Emergency Service defused about 71.5 thousand explosive objects in Kyiv Oblast.

The American city of Syracuse, located in the state of New York, will become another sister city of Irpin, in the USA.

The Spanish charitable organization “Remar” will help provide food for the residents of Irpin, who received temporary housing in the “Zalizne” town and in the modular town “Dubky”. Yuliya Ustych, the deputy mayor of Irpin, told about this on her Facebook page after a meeting with the organization's representatives.

Another crossing was launched near the destroyed bridge near Gostomel.

 

Zhytomyr Oblast

Roman Shifruk from Zhytomyr Oblast died in the war defending Ukraine from the occupiers. The tragic news was reported by the Novograd-Volynskyi city council. A military man born in 1971 gave his life for the freedom and independence of Ukraine. Eternal glory to the Hero.

Zhytomyr Oblast joined the “Razom [Together]” project, designed to provide the necessary assistance to residents of de-occupied settlements. Its initiator and leader of the “Kyltyrnyi Desant [Cultural Troopers]”, famous musician Kolya Serga, donated a Cord guitar to the humanitarian cargo. It will soon find itself in the hands of a music teacher from Kupyansk, who continues to teach children despite the war. Thanks to their creativity, representatives of the “Kyltyrnyi Desant [Cultural Troops]” support the psychological state and high morale of Ukrainian soldiers, and also help the local population in the de-occupied territories.

 

Chernihiv Oblast

Today, air defense forces shot down an enemy missile over Chernihiv Oblast. The police are working at the place where the debris of the rocket fell.

Sumy Oblast

Yesterday, the russian military shelled Sumy Oblast 6 times. They beat the Krasnopillia and Khotyn communities. There are no casualties or damage.

10 hits were recorded in the area of ​​the village of Gudove, Shostka raion in the morning.

Today, planned destruction of ammunition took place in the villages of Bogolyubove of the Trostyanets community, Bezdryk of the Bezdryk community and near the village of Dubinka of the Dubovyazivka community.

Also, 40 hits were recorded in the Shostka raion, probably from the BM-21 "Grad" anti-aircraft missile system: 20 in the area of ​​the village of Starikove and another 20 in the area of ​​Cherneve.

 

Eastern Oblasts 

Kharkiv Oblast

During the past 24 hours, the enemy launched 2 missile strikes, presumably from the S-300 air defense system, at an industrial infrastructure facility in Kharkiv at approximately 8:05 a.m. and at 10:15 a.m. As a result of these two strikes, according to detailed information, a total of 11 people were injured. 1 of the wounded is in a serious condition, the doctors assess the condition of the rest as average.

During the day, the enemy shelled Vovchansk, the village of Dvorichna, and other settlements in the Kharkiv, Chuguyiv, Bogodukhiv, and Kupyansk raions of the Oblast. Private houses were damaged, there were fires. A 45-year-old man was hospitalized with injuries in the Bogodukhiv raion, a 54-year-old woman in the Kupyansk raion, and a 56-year-old man in the Kharkiv raion.

Demining of territories liberated from the enemy continues. Over the past day, pyrotechnics of the State Emergency Service have neutralized 803 explosive objects.

 

Donetsk Oblast 

The russian military shelled 13 settlements in Donetsk Oblast yesterday. They attacked Avdiivka, Toretsk, Krasnohorivka, Ukrainsk, Bakhmut, Kostyantynivka, Chasiv Yar, Velyka Novosilka, Pivnichne, the villages of Karlivka, Arkhangelske, Ivanivske, Paraskoviivka with artillery, “Uragan”, “Grad”, “Smerch” MLRS. That night, the russians continued to shoot from Vugledar to Lyman community.

On October 21, russian missiles killed 3 civilians of Donetsk Oblast — in Bakhmut. Another 10 people were injured.

In total, since the day of russia's full-scale war against Ukraine, the aggressors have killed 1,073 civilians of Donetsk Oblast, wounded another 2,451. The number of victims in Mariupol and Volnovaha is currently unknown.

In Donetsk Oblast, heating was turned on in Andriivka, Udachne and Shahove communities. Four hospitals and ten educational institutions receive heat.

 

Kramatorsk

In the Lysychansk direction, massive shelling of Torske and Zarichne in the Lyman community continues. The number of victims and the extent of destruction are being established.

 

Pokrovsk and Pokrovsk raion

During the day, the occupiers came under fire from populated areas - the cities of Avdiivka, Krasnohorivka, Ukrainian, and the village of Karlivka.

In the east of Pokrovsk raion, there are no victims, but there is destruction. In the Kurakhove community, the high-voltage network is damaged - the village of Gostre remains without electricity. Avdiyivka was subjected to isolated shelling at night and massive artillery shelling in the morning: there were hits in the area of ​​the Avdiyivka coke-chemical plant and the depot.

In the Pokrovsk community, the wards of the social service center are provided with electric heaters. 405 convectors were provided by the French charity organization Acted. They will be distributed to single citizens and people with disabilities. Today, residents of Pokrovsk and Rodynske have already received part of the convectors.

Bakhmut

In the Bakhmut direction, such inhabited localities as Andriivka, Soledar, Bakhmutske, Bakhmut, Bilohorivka, Verkhnokamianske, Spirne, Ivanhrad, Rozdolivka, Zelenopillya, Klishchyivka, and Opytne came under enemy fire from tanks, mortars, cannon and rocket artillery.

In the Horlivka direction, it was loud at the station Mayorsk of the Svitlodarsk community of Bakhmut raion. There were no casualties.

Volnovakha

Novoukrainka came under fire in Volnovakha direction. Two houses were damaged. Russians also fired on the outskirts of Vuhledar and Pavlivka - without casualties.

Mariupol 

In Mariupol, less than 2% of apartment buildings have received a gas supply. The vast majority of residents still use firewood or improvised means. 

Occupants are going to destroy the mural "Milana" in Mariupol. It depicts a girl who suffered from shelling by pro-Russian militants in Skhidniy raion. The occupiers called "restoration of the heating loop" the official reason. Actually, it is an attempt to destroy the memory of their crimes and the shelling of the city back in 2015. After all, the mural became a symbol of the tragedy of war and hope for peace and reconstruction.

Southern Oblasts

Zaporizhzhia Oblast

Ukrzaliznytsia warned about a half-hour delay of the train №119 Zaporizhzhya - Lviv due to the shelling of energy facilities in Ukraine.

Kherson Oblast 

Russian troops shelled more than 20 inhabited localities near the contact line in the South Bug direction. Among them are Novovoskresenske, Myrne, Davydiv Brid and Novohredneve.

Due to Russian shelling, thousands of tons of wheat grain were destroyed in Kherson oblast. As a result of the hit of ammunition and their fragments, the grain flow caught fire, and last year's grain harvest, sunflower seeds, and agricultural machinery were destroyed.

Russian servicemen are taking detainees and prisoners from Kherson under the guise of "evacuation", whom they kept in colonies and pre-trial detention centers.  

The Russian military is blocking the departure of Ukrainians from the occupied Kherson oblast. After the russians introduced the "passes", the number of people leaving for the territory controlled by Ukraine decreased by 10 times.

Russian troops continue to reinforce checkpoints across the Dnipro and have completed the construction of a barge bridge along the damaged Antonivskyi Bridge in Kherson.

The Russian military is preparing Kherson for street fighting. They are dressing in civilian clothes and moving into the apartments left by Kherson residents.

Missile and artillery men of the Ukrainian Armed Forces destroyed three ammunition depots in the Beryslav raion of Kherson oblast. They also destroyed 17 Russian military vehicles, a tank, a Grad system, a mortar, and three armored vehicles. Six more armored vehicles and two mortars were damaged.  

About 50 Kherson residents gathered to clean up the Kherson park in Odesa. The IDPs decided to thank the city that became a shelter for them. 

Mykolaiv Oblast

During the day, on 21 and 22 October, the Halytsynove community was under fire. As a result of the hostile shelling of one of the inhabited localities, one person died and one sustained shrapnel wounds. The power grid and gas pipeline were damaged, and part of the inhabited locality is now without electricity and gas supply. There was also a fire in a residential building, which was eliminated.

Last night, the Kutsurub community came under enemy fire. The hit was recorded outside the inhabited locality, as a result of the shelling there was a fire of dry grass and shrubs in the open area. There were no casualties.

Also yesterday, as a result of enemy shelling in one of the inhabited localities of the Pervomaisk community, 8 garages caught fire. There were no casualties.

Hostile shelling of the territory and nearby inhabited localities of the Berezneguvata community continues. Yesterday, shelling of the outskirts of the Ingul community was recorded.

Also yesterday, the Shyroke community came under enemy fire, hits were recorded on open areas, roads, and farmland.

At night, from 21 to 22 October, ten kamikaze drones of the "Shahed-136" were shot down over Mykolaiv oblast by the air defense forces of the "South" air command.

Odesa Oblast

In the morning, the russian military launched two missile strikes on the energy infrastructure of Odesa oblast. As a result, 10,500 consumers are without an electricity supply. Three persons are wounded as a result of the missile strikes.

The group of ships of the russian fleet in the Black Sea has increased to 10 units. It includes three missile-carrying bombers equipped with 24 "Calibers".

The Odesa anti-aircraft brigade soldiers shot down a Russian Ka-52 helicopter in Kherson oblast.  

Air defense forces shot down four Kalibr missiles over Odesa oblast in the morning.  

About 50 thousand dolphins died in the Black Sea because of the war. Before the war they were found on average three times a year, this year only from March to July in the territory of the National Park "Tuzlivski Lymany" 44 dead mammals were found.

Central Oblasts

Dnipropetrovsk Oblast

On the night of 21-22 October, russian troops shelled the Marhanets and Nikopol communities.

Preliminary, there were no casualties.

Nikopol suffered the most. The enemy fired at it with MLRS and heavy artillery. More than 20 houses and several gas pipelines were damaged in the city.

Power lines were severed. Almost 1000 families were left without electricity supply. Power engineers are already repairing the networks.

In Kryvyi Rih, russia struck an industrial enterprise and an energy system facility. Due to the emergency power outage in Kryvyi Rih, some pumping stations were shut down. Drinking water delivery was organized to the areas where the water supply was cut off.

The Security Service of Ukraine liquidated a bot farm in Dnipro, which created almost 10 thousand fake accounts to spread russian propaganda in the EU and Ukraine. A resident of Dnipro, who worked in the IT sphere, is involved in the organization of illegal activity. 

Dnipro organized another aid for the military and civilians. The city authorities, the TAPS-Ukraine Foundation, and the Volunteer Coordination Headquarters handed over tactical first aid kits and a large cargo of food to the military. Volunteers also delivered food and sweets to the liberated territories. The evacuation department of the Dnipro Coordination Headquarters evacuated several families with children from Kharkiv oblast. Instead, 1500 loaves of bread and the same number of canned meat were delivered there.

In Dnipro, the flag of Ukraine was assembled from 5000 blue and yellow sushi rolls on the European Square. The charity event was held within the framework of the project "Health Month BE HEALTHY FOR UKRAINE". Sushi could be purchased for a symbolic amount - of 50 UAH. The raised funds will be used to buy a quadcopter Mavic 3 Fly More Combo for military reconnaissance unit A3449, as well as food for Ukrainians who are in one of the hottest spots of the region - Nikopol. 

Maksym Krasikov, Coordinator of the "Active Community", delivered humanitarian aid to IDPs from Kharkiv and Donetsk oblasts in the dormitory of the Construction Academy. Volunteer activity continues.  

Kirovohrad Oblast

The enemy launched missile attacks on critical energy facilities in Kropyvnytskyi and Holovanivsk raions. As a result, 61 913 consumers in the region were disconnected from the power supply. No one was injured or killed.

Residents of the Dolynska community of the Kirovohrad oblast are provided with water according to the schedule using generators. This is due to the morning missile strikes on October 22 and a partial lack of electricity supply on critical infrastructure facilities.   

In Kropyvnytskyi, 51-year-old Sergeant Rostyslav Vakulishyn, 36-year-old soldier Denys Boychenko and 28-year-old senior soldier Serhiy Suetin said goodbye. All three were killed in battles with the russian army in Kherson oblast.

In the ninth tour of the Ukrainian Football Premier League of the 2022-23 season, football club Oleksandriia from the city of the same name in Kirovohrad oblast won over football club Lviv 2-0. The home game for Oleksandriya took place at the Olimpiyskyi National Sports Complex in Kyiv.

Poltava Oblast

Eight militants of the self-proclaimed "Donetsk People’s Republic" were notified of suspicion under three articles of the Criminal Code. They carried out orders from russian commanders and participated in military actions against Ukraine. They were captured by Ukrainian soldiers in the liberated territory of Ukraine in August 2022. The militants held the positions of squad leader, grenadier, sniper, machine gunner, radio-telephone mechanic, senior skirmisher, and skirmisher. They face 15 years in prison or life imprisonment.

An important event was held in Poltava - a charity auction "Victory begins with you". Among the lots were ancient icons, books, paintings, antiques, trophies from Zmiinyi, military coins, and stamps signed by Valeriy Zaluzhny and Kyrylo Budanov. Dozens of patrons, representatives of businesses, deputies of Kyiv and Poltava city councils, and regional councils took part in the auction. As a result of the evening, UAH 2.8 million was raised. Part of these funds will go to the needs of the 116th brigade of territorial defense of Poltava oblast.

In Poltava lyceum № 13 teachers, parents, and students have been weaving camouflage nets since the first days of the full-scale war. For all time they have made 1564 square meters of nets. They sewed 115 flags, more than 50 sheets, towels, 50 pairs of underwear, and 80 mats for sitting. They made 140 trench candles. All this was handed over to the military. The lyceum received internally displaced persons. They baked pies and goodies for the defenders. Children of the lyceum raised more than 13 thousand hryvnias for the needs of the Armed Forces of Ukraine.

The "Active Community" team of Poltava joined the weaving of nets today. A new location was opened in the city, which is located at 49 Evropeiska Street. Coordinators invite everyone to join the important cause for the Ukrainian military. 

Vinnytsia Oblast

Khmilnyk and Khmilnyk Raion 

A resident of Pavlivka, Kalynivka community, Yaroslav Vdovychenko, born in 1978, died in hospital from a severe wound. The man has been defending his native land since the beginning of russia's full-scale invasion of Ukraine. Yaroslav was wounded for the second time. After the first one, he returned to the front. The second one took his life. The Hero left his parents, wife, and two children.

In Vinnytsia oblast, students of Kachaniv lyceum of Viytivtsi village council of Khmilnyk raion held an action "Support the Armed Forces of Ukraine". Students managed to raise more than 20 000 hryvnias.

The Kalynivska community of Khmilnyk raion created a doll that symbolizes an embrace with its winged arms and hugs 25 babies representing 24 oblasts of Ukraine and the Autonomous Republic of Crimea

Western Oblasts

Rivne Oblast

During one of the air raid sirens, the enemy launched a missile attack on the energy system of Rivne oblast. In Rivne, russian troops hit an infrastructure facility. Residents heard several explosions, after which in some parts of the city there were columns of black smoke, power outages, and water and communication disruptions. 16 units of special equipment of the State Emergency Service of Ukraine and 99 personnel were working to eliminate the consequences.  

Power supply has been restored to more than 140 thousand consumers in Rivne oblast. Rivneoblenergo continues to work on supplying voltage to consumers in Rivne. Ostroh, Zdolbuniv raions, and the part of the territory of the former Rivne raion remain partially de-energized. In addition, power engineers are forced to apply stabilization restrictions of power supply: alternate disconnection of consumers throughout the oblast for 3-4 hours.    

Khmelnytskyi Oblast

Today in Khmelnytskyi and Shepetivka raions, hits were recorded. As a result of the attacks, there is no electricity supply in these areas. According to preliminary information, no one was wounded or killed. Windows in several residential buildings were damaged. The works on the restoration of the power supply started immediately after the end of the air raid siren. 

Zakarpattia Oblast

A charity fair in support of the Armed Forces of Ukraine was held in a kindergarten in Uzhgorod. About 300 people attended it. The proceeds are planned to purchase necessary items for the soldiers. 

Ukrainian language lessons are being held for IDPs in Zakarpattia. They take place at vocational schools in Zakarpattia. Classes are held for both adults and children, the programs are selected according to the level of Ukrainian proficiency. Access to quality education was also provided for people with special educational needs. 

The children's fencing tournament was held in Uzhhorod among the youngest age categories. Sixty young athletes took to the track of the "Dynamo" sports complex. The raised entry fees were transferred for the needs of those fencers who are now fighting in the Armed Forces of Ukraine.
