Northern oblasts

Kyiv

"Kyivvodokanal" energy technicians and specialists worked all night to restore the life support of the capital. Currently, some consumers may still experience low water pressure in the system. Especially those residents of Kyiv who live on the upper floors of high-rise buildings.

Today, the light went out at the Kyiv Heart Institute during a surgery on a child. Despite this, the surgery was continued by connecting to generators.

Kyiv Oblast

As a result of yesterday's russian attack on the Kyiv Oblast, there are 41 injured and four dead. Bodies were discovered by the police both outside the house and inside.

1,125 settlements were left without electricity after massive missile attacks by the aggressor. All services and emergency teams are working at the places of hitting. Energy technicians began to restore electricity supply. Repair crews are working. While the restoration continues, "Points of Invincibility" are working in every community of the Kyiv Oblast. There is electricity, internet, heat, water, etc. "Points of Unbreakability" will be on 24 hours a day and free of charge.

Debris of an enemy missile was discovered by the police on the territory of one of the raions of the Kyiv Oblast. Parts of the occupiers' air weapons were found after yesterday's massive missile attack.

The police examines the scene and records the consequences of the aggressor's firing.

In Bucha, they found combat grenades under a box of dog food. They were removed by explosive technicians of the State Emergency Service.

Today, in the Vyshhorod Raiont, the destruction of explosive objects was carried out.

Speaking yesterday evening via video link to the participants of the Open Eyes Economy Summit economic forum for businesses and investors, held in Poland, the Mayor of Irpin Oleksandr Markushyn appealed to them to help provide Irpin with diesel generators.

The community of the Polish city of Olava will collect and deliver to Irpin the necessary things that will help the residents of Irpin survive the difficult winter period.

In Irpin, the facade and roof of the historical and local history museum, which was damaged by russian shelling, were repaired.

Zhytomyr Oblast

As a result of missile attacks on critical infrastructure, as of 10:00 a.m. on November 24, about half a million electricity consumers in the Zhytomyr Oblast remain without electricity. The northern regions of the oblast are in conditions of almost complete blackout. They are Ovruch, Narodychi, Olevsk.

Points of invincibility in Zhytomyr will be equipped with more powerful generators. The first batch is already in the city. It was announced by the Zhytomyr Mayor Serhiy Sukhomlyn.

Five families of displaced persons temporarily living in Baranivka of the Zhytomyr Oblast received sleeping sets from UNICEF. The set includes a mattress, a blanket, a pillow, bed linen and towels.

Servicemen of the 95th Brigade were honored on the occasion of the Day of Air Assault Forces of the Armed Forces of Ukraine. The paratroopers were awarded combat and departmental awards, valuable gifts, and were also assigned regular military ranks, the 95th brigade informs. It is noted that the awards were personally presented to the military by the commander of the Air Assault Forces of the Armed Forces of Ukraine, Coronel Maksym Myrhorodskyi.

Chernihiv Oblast

Yesterday, the russians shelled the Novhorod-Siverskyi Raion in the area of ​​Yasna Poliana. They fired mortars. Border guards recorded nine explosions.

In the Chernihiv Oblast, as of 8 o'clock in the morning, most consumers were restored to electricity. Residents of the Novhorod-Siverskyi, Semenivka, Korop and Kozelets raions are still without electricity.

The Chernihiv Oblast is returning to "strengthened" electricity consumption restriction schedules. With the help of such measures, the energy industry hopes to stabilize the operation of Ukraine's energy system.

Sumy Oblast

During yesterday russian military shelled the Seredyna Buda, Khotyn and Yunakiv communities in the Sumy Oblast.

In Sumy, due to unstable voltage in the power grids, interruptions occurred in the pumping equipment of water intakes.

149 "Points of invincibility" were put into operation in the Sumy Oblast. Most of them are located in administrative buildings. Also, two mobile points of the State Emergency Service were deployed in Sumy and one in each raion of the oblast. On November 23, more than 800 people used them.

Eastern oblasts

Kharkiv Oblast

Due to emergency power outages, problems with electricity supply remain in the Kharkiv Oblast. Specialists continue work on restoring power networks. In the near future, the light should appear in most consumers of the oblast.

During yesterday the enemy continued shelling the populated areas of the oblast, located close to the demarcation line. In Kupiansk and the village of Dvorichna of the Kupiansk Raion, as a result of the shelling carried out by the occupiers yesterday afternoon, residential buildings were damaged and fires broke out.

In the village of Morokhovets of the Kharkiv RAion, a 52-year-old man received a shrapnel wound as a result of russian shelling.

Donetsk Oblast

At night and in the morning, the russians attacked practically along the entire front line.

In the Volnovakha direction, Vuhledar and the outskirts of the villages of Vodiane, Prechystivka and Bohoyavlenka are under fire. According to preliminary information, there were no victims.

In the Donetsk direction, the russians became more active in the morning. They fired artillery and multiple rocket launcher Grad on Avdiivka at least 5 times. We are finding out information about the victims and the extent of the destruction. Two houses were damaged in Hostre of the Kurakhiv community. There were no victims. Shelling of Marinka was also recorded.

Yesterday, russian troops attacked 5 settlements in the Donetsk Oblast. There are wounded and dead civilians. The russian army struck the cities of Avdiivka, Bakhmut, Chasiv Yar, Toretsk, and the village of Oleksandropil. The enemy used multiple rocket launcher Grad and artillery against the civilian population.

12 civilian objects were destroyed and damaged. They are nine residential buildings, a fire station, a special vehicle, and a warehouse.

The oblast was without power yesterday, but now electricity has been restored. The enemy will definitely continue to hit the infrastructure, that is why more than a hundred Points of Invincibility have been deployed. For security reasons, the list of their locations was not announced. The addresses can be found directly in the communities. In case of a long-term absence of electricity, citizens are advised to go there. There is heat, drinking water, and the Internet.

On November 23, the russians killed two civilians. Three more people in the oblast were injured. Currently, it is impossible to establish the exact number of victims in Mariupol and Volnovakha.

Bakhmut

During the day, the russian occupying forces shelled Bakhmut four times, killing and wounding civilians. Apartment buildings and private buildings, infrastructure facilities were destroyed.

There were also shelling of the outskirts of the Toretsk and Svitlodar communities.

In the Bakhmut and Avdiivka areas, the enemy is concentrating its efforts on conducting offensive operations. The russians fired tanks and all types of artillery in the areas of the settlements of Avdiivka, Andriivka, Bakhmut, Bakhmutske, Berkhivka, Verkhnyokamianske, Vyimka, Vodiane, Hryhorivka, Klishchiivka, Krasnohorivka, Mariinka, Nevelske, Pervomaiske, Rozdolivka and Yakovlivka.

Покровськ і Покровський район

During the day, the occupiers attacked populated areas of the Pokrovsk Raion: the cities of Avdiivka, Krasnohorivka, Mariinka, the villages of Kamianka and Karlivka. 7 residential buildings, some vehicles, a bakery and a warehouse were damaged. During the day, the occupiers shelled Avdiivka three times, hitting private homes. There are injured. In Krasnohorivka,a civilian was wounded as a result of artillery fire.

The battles for Mariinka are already taking place in the city.

Over the past day, units of the Armed Forces of Ukraine repelled the attacks of the occupiers in the areas of Krasnohorivka and Mariinka settlements in the east of Pokrovsk Raion.

Pokrovsk was completely left without electricity.

Mariupol

The occupying authorities of Mariupol declared that the level of acute intestinal diseases has decreased. Before that, for months they tried to convince everyone that there was no outbreak of infectious diseases. 

In Mariupol, another jump in mortality has been recorded. Hospital sources report that the number of deaths per week has increased by 1.5 times. 232 deaths were recorded against the average level of 150. The reason is the lack of antibiotics against the background of increasing disease rates due to the effects of the cold.

Luhansk Oblast

Hospitals in the occupied part of Luhansk Oblast are again full of wounded russians.

The occupiers continue the forced relocation of pro-Ukrainian residents. On the pretext of counter-subversive actions, about 20 local farmers were taken out of the settlements of Denezhnikovo and Shtormove (Novoaidar community) last week.

In the Starobilsk community, the occupiers continue to search apartments, aiming for two goals. First, they look for vacant houses to move into or rob. Secondly, the increase in the number of checkpoints did not help in the search for deserters, because their number is increasing every day.

Southern Oblasts

Zaporizhzhia Oblast

In the Vilniansk multidisciplinary hospital, rubble continues to be dismantled after the rocket attack. 7 units of special equipment are in operation. Now all the departments are functioning there, except for the maternity department. 

The law enforcement officers arrested collector's cars and Scythian gold belonging to Vyacheslav Boguslaev and Oleg Dzyuba, officials of PJSC "Motor Sich", who are suspected of collaborationism, aiding and abetting the russian federation. It is about almost 100 rare ornaments, some of which date back to 450-550 AD, were popular among the population of Crimea and southern Ukraine, and belong to the unique material and spiritual monuments of antiquity. More than 400 coins and more than 50 gold plates were also seized, some of which date back to the III century BC.

Kherson Oblast 

Russian propagandists have been ordered to forget the word "Kherson", although they do not admit it. This is reported in the Center for countering disinformation. The city, the "annexation" of which was recently welcomed on Red Square, has now ceased to exist in russia's media space. 

The russian military shelled Kherson 17 times. As of 3 p.m., one dead and one wounded person were known.

In total, from November 20 to 24, 62 hits were recorded in the city, 8 people died, and 64 others were injured.

In Kherson Oblast, 450 people have been involved in the demining of de-occupied territories. These are consolidated units, including pyrotechnics, engineering, emergency recovery units, fire and rescue units, medics and about 120 pieces of equipment.

550 people left Kherson and Mykolaiv on the third "Train to Victory" flight. According to "Ukrzaliznytsia", in the ten days since the launch of the project, Ukrainians have purchased over 3,000 tickets to liberated Kherson and occupied Donetsk, Luhansk, Mariupol, Simferopol and Sevastopol. [Such a ticket to the occupied cities can be used immediately after deoccupation, as soon as railway traffic is restored. Funds from the sale of tickets will be used to purchase last-mile transport].

Mykolaiv Oblast

In Mykolaiv, the power supply is gradually being restored after the blackout due to shelling by russian troops.

12 heating points will work in the city. They were equipped in the event of a mass blackout of electricity and heating. Each of them can accommodate 75 people.

In Mykolaiv, on November 23, volunteers handed over an Iveko Magirus tanker truck to the State Emergency Service. The special vehicle will be used in one of the Mykolaiv garrisons.

Volunteers of the Swedish organization delivered medicine and medical equipment, food, hygiene kits and warm things for local residents to Snigurivka.

Central oblasts

Kirovohrad Oblast

The law enforcement officers have started a pre-trial investigation in criminal proceedings on the fact of violation of the laws and customs of war (Part 1 of Article 438 of the Criminal Code of Ukraine). According to the investigation, on November 23, 2022, the armed forces of the russian federation fired cruise missiles at the facilities of the energy infrastructure in the Kirovohrad Oblast. Currently, prosecutors, investigators and experts are working at the scene of the incident and continue their work on recording another crime of the russian federation.

Power engineering teams continue working to increase the capacity of the energy system of the Kirovohrad Oblast as soon as possible. In several micro districts of the oblast center, for example, electricity and water have already appeared.

As part of a working visit to the Kirovohrad Oblast, Deputy Head of the Office of the President of Ukraine Kyrylo Tymoshenko confirmed the readiness for the functioning of the mobile Point of Invincibility in Kropyvnytskyi. It must be admitted that since November 23, within the framework of the all-Ukrainian project "Points of Invincibility", 17 mobile Points of Invincibility have started working in the Kirovohrad Oblast. In addition, 32 stationary Points of Invincibility operate on the territory of the oblast on the basis of fire-rescue units of the Central Bureau of the State Emergency Service in the Kirovohrad Oblast.

Anatoliy Stoyan, the regional coordinator of the Active Community, worked in the humanitarian center, helping citizens get food kits and drinking water.

Poltava Oblast

Yaroslav Krasnopir, a 30-year-old senior soldier and intelligence officer, was killed during mortar fire near Makiivka in the Luhansk Oblast. He came from the Sencha community.

On October 18, Mykhailo Oshurko was wounded during artillery fire. Doctors fought for his life for a month. On November 18, the 45-year-old defender died. He came from the Shishaky community.

Poltava is working on the restoration of water, electricity and heat supply.

More points of invincibility continue to be deployed in the oblast. All these points are open around the clock. Currently, there are 186 of them in the Poltava Oblast. Regional medicine works. Patients receive all necessary treatment. During the night, emergency teams responded to 499 calls. Doctors performed 45 surgeries. All medical and technological processes work.

In Poltava, they blocked the work of a factory that supplied products to russians. This is one of the largest operations of the State Bureau of Investigation. The turbo mechanical plant with the Sumy enterprise worked for the russian defense industry, etc. The concern took the second place in the supply of products to russian companies, exporting 95% of the production of Ukraine. After a full-scale invasion, the owners continued to cooperate with the aggressor, arranging supplies through controlled foreign and russian straw companies. And during the searches, they seized the correspondence of the persons involved in the "messengers", justifying russian aggression as "poor russians, they were forced", "Ukraine will be taken by the russian federation by the end of 2023", etc.

Khmelnytskyi Oblast

Kamianets-Podilskyi

Due to the destruction of critical infrastructure objects by rushists, we have an emergency power outage in the community. Energy technicians work in an intensified mode. Today, according to the energy experts, emergency and hourly shutdown schedules were in effect at the same time. Schedules apply to all types of consumers, including industry. This means that it is currently impossible to predict and give clear information to consumers when someone will be disconnected, restored.

Today, the coordinators of the AUI Active Community took warm clothes, medicines and a blanket to the Rozmai volunteer center, where they collect help for the residents of Kherson.

Vinnytsia Oblast

Air defense forces shot down two cruise missiles over Vinnytsia yesterday. This was reported by the head of the joint press center of Operational Command “Pivden" (“South”) Nataliya Gumeniuk. In addition, according to information, one person was injured as a result of an enemy hit on an energy infrastructure facility in Vinnytsia.

Khmilnyk

In the Kalinivka community of the Khmilnyk Raion, three invincibility points were set up, where, if necessary, the residents of the city can warm up, as well as receive medical assistance, food, charge their mobile phones, etc.

Western Oblasts

Rivne Oblast

As of 17:30, there were no air alarms.

Currently, the Rivne Oblast is temporarily disconnected from the electricity supply. The power of the Rivne NPP is being connected to the unified power grid of Ukraine, noted the head of the Rivne Oblast Military Administration Vitaliy Koval

Due to the lack of electricity, education in educational institutions of the Rivne Oblast will be conducted in an asynchronous remote mode until the end of the week. From Monday, November 28, schools are recommended to determine the format of work independently. Parents will be reported about all the changes in messengers.

There are no trolleybuses in Rivne today. 

Zakarpattia Oblast

As of the morning of November 24, there are practically no car queues at the entry points with neighboring countries. Yesterday, russia hit once again the country's energy system. As a result, almost all areas were left without electricity and water. Despite this situation, Ukrainians are ready to resist the terrorist oppression of the aggressor country and are not going to flee the country. According to the information of the Western Regional Office of the State Border Service of Ukraine, slightly more than a hundred vehicles were recorded in the direction of Poland.

The Berehy City Council appealed to the Hungarian authorities to support Ukraine. In particular, the appeal refers to: Hungary's expression of official support for Ukraine's accession to NATO under an accelerated procedure, as 11 member countries of the alliance have already done; on the termination of Hungary's blocking of the allocation of financial aid to Ukraine from the EU for 2023 in the amount of 18 billion euros; on the recognition by the Parliament of Hungary of russia as a terrorist state, as already done by the PACE, the NATO Parliamentary Assembly ("FOR" - all 30 countries of the Alliance, including Hungary voted), as well as the Parliaments of the Czech Republic, Poland, Estonia, Lithuania, Latvia"
